10 Commandments
of Firearm Safety

1. Always keep the muzzle pointed in a safe direction.

2. Treat every firearm as though it were loaded.

3. Unload firearm, open action except when ready to shoot.

4. Keep barrel clear and choose proper ammunition for firearm.

5.Be sure of your target before you pull the trigger.

6. Never point a firearm at anything you don't want to shoot.

7. Never climb or jump with a loaded firearm.

8. Never shoot at a flat, hard surface or water.

9. Store firearms and ammunition separately.

10. Avoid alcohol and drugs before and during shooting.

 

Mission Statement:

It is the mission of the Missouri Hunter Education Instructor’s Association to support and enhance the hunter education program in Missouri.

Frank PowersKANSAS CITY DIRECTOR: Frank Powers
Frank has been involved with Hunter Education since 1999. He is married with three grown daughters and two grandsons. Frank is the Maintenance/Engineering Planner for a large Pharmaceutical manufacturer. His pastimes include fishing, hunter and is looking forward to introducing his grandchildren to the outdoors. He enjoys working with youth.

 

 

President Don HarrisSOUTHWEST DIRECTOR: Donald E. "Don" Harris, is currently Director of Southwest Region. Don retired from Real Estate and Insurance in 1996. He soon decided retirement was not for him, so went to work for Bass Pro Shops in the hunting department. Currently he is in the Fine Gun Library selling high grade shotguns and large game rifles. Don has hunted most of his life and now enjoys deer and turkey hunting as well as shooting sporting clays and playing golf. 

ST. LOUIS DIRECTOR: Robert Mallery
Wife: Janet A. Married 49 + years
1 son, 4 grandsons, 1 daughter and 1 grand daughter.
34 + years Missouri State Highway Patrol Retired.
23 + years Military Retired.
Wright City Fire Protection Dist. 5+ years. Fire Investigator and
director on fire board.
Substitute Teacher at Wright City R II School Dist.
Coordinator and Chief Instructor for Hunter Education / Bow Hunter
Education.
Hobbies: Fishing. Turkey and Deer Hunting. Reading and visiting The
American Revolutionary
War and American Civil War battle sites. I also like the history of the
Native Americans.

NORTHWEST DIRECTOR: Daniel Evans

SOUTHEAST DIRECTOR: Dave Hoff.  David has been involved in hunter education for 19 years, teaching both firearm and bow hunting classes . David is the wholesale manager for a local fuel company, and he builds custom competition style smokers. He is married and is raising 2 daughters in Perry county. His wife and daughters all assist in teaching classes, working YHEC competitions, as well as spending many quality hours in the field deer and turkey hunting. David also enjoys bow hunting, fishing, making his own wild game sausage, barbecue competition.  

CENTRAL DIRECTOR: Dennis Desmond


NORTHEAST DIRECTOR: James E. (Jim) Robertson was elected at the January 2003 Annual Hunter Education Conference. Jim was also chosen as Regional Hunter Education Instructor of the Year by the Missouri Department of Conservation. Jim enjoys hunting, fishing, gardening, and just spending time outdoors. Jim owns and operates a handyman and lawn maintenance service. He began teaching hunter education in 1991 and looks forward to every class. Jim is also an American Red Cross Certified CPR/Safety Instructor. Jim is very dedicated to teaching safety to anyone who wants to learn.

OZARK DIRECTOR:Ron Boeddeker was born in North Dakota in 1954. In 1976 Ron moved to Douglas Co., MO. There he worked as a metal fabricator, welder, electrician, concrete worker, mechanic, and dairy and livestock farmer. Ron spent ten months in Saudi Arabia in 1998 working with a construction company. Ron started hunting in California as a teen. Although he moved to Missouri in 1976 he didn’t start hunting there until 1988 and has been “hooked” ever since. Ron has hunted safely and successfully in six other states. Ron’s hobbies are building Chrysler muscle cars, drag races, bowling (with a 199 average), and teaching hunter education since 1996. Ron is a member of NRA, MHEIA, RMEF and NWTF.

Hunter Education Requirement

Any person born on or after January 1, 1967, shall obtain and display an approved hunter education certificate card prior to purchase of any firearms hunting permit,except that a Youth Deer and Turkey Hunting Permit may be issued to any person 6 through 15 years old without requiring display of a hunter education certificate card.

A Missouri Conservation Heritage Card with a hunter education number is an acceptable Hunter Education Certificate Card. The hunter education card need not be displayed if certification can be verified through direct access to computer data files.

Hunter education certification shall be limited to persons eleven (11) years of age or older.

The Missouri Conservation Heritage Card will be issued as a replacement for lost or damaged hunter education certificate cards (fee: two dollars - $2).

Hunter Orange Requirement
The following persons are required to wear a hat and also a shirt, vest or coat of hunter orange so that the color is plainly visible from all sides. Camouflage orange does not satisfy this requirement.

… firearms deer hunters during all five portions of the firearms deer season.

… adults accompanying youths hunting deer on a Youth Deer & Turkey Hunting Permit.

… archery hunters during the youth portion statewide and during the urban and antlerless portions in open counties.

… all hunters except migratory bird hunters during the urban, youth, November and antlerless portions in open counties.

The following firearms deer hunters are exempt from the hunter-orange requirement:

… hunters using archery methods within municipal boundaries where discharge of firearms is prohibited.

… hunters on federal or state public hunting areas where deer hunting is by archery methods only.


Lost Card Replacement
Most Missouri hunter education records were computerized beginning in 1982. It is not possible to verify course completion prior to that date. To replace a Missouri hunter education certificate, call the Missouri Department of Conservation headquarters at
573-751-4115.
Regional offices are also able to issue replacement cards if you know in which region you took your course.

In 1995, hunter education certification was issued on a Conservation Heritage Card. The hunter education number appears in the lower left-hand corner. This card may be replaced through any permit vendor, regional office, or Department of Conservation headquarters for a replacement fee of $2.00.
